FIRST CONSESUS STUDY :
Assessing Malaria Vector Resistance to Insecticides Used for
Indoor Residual Spraying in Uganda |

Statement of Task
To help foster a successful implementation strategy for indoor residual spraying (IRS), the Uganda National Academy of Sciences will assume the task of convening a consensus committee that will identify, review and assess the current state of knowledge and policies pertinent to monitoring malaria vector resistance in the context of an effective national program for IRS with DDT for controlling malaria. The committee should also review issues and guidelines on the use and selection of IRS insecticides against malaria vectors that should be considered in national decision-making.
More specifically, over the course of three months, it is proposed that the committee will:m.
- Use a comprehensive review of the published literature and other data sources to conduct a background assessment to frame the issues involved with potential insecticide resistance;
- Review the optimum approach for monitoring malaria vector resistance to insecticides in Uganda;
- Recommend best practices for the effective use of DDT and other malaria vector insecticides for use in Uganda that take into consideration insecticide susceptibility as well as vector and human behavior and might include such issues as: insecticide rotation, length of insecticide use, implementation of multiple interventions, and community outreach and education.
The committee will report on the assessed strengths and weaknesses of the proposed “best practices” with respect to maximizing the effectiveness of DDT and other insecticides. The committee will also identify contextual issues that would have a bearing on successful implementation of the “best practices.”.
